本辞典旨在向读者介绍计算机科学技术及其应用方面的新概念、新术语的含义，书中收编了大量20世纪90年代后新出现的词条，兼收已成熟的骨干词版权法，不但可供计算机专业人员使用，而且适用于非计算机专业人员及广大业余计算机爱好者作为工具书及学习计算机的参考书之用。
