《各国（地区）教育制度》是由德国汉堡大学的比较教育学教授、本书的主编之一，T.内维尔·波斯尔斯韦特（T Neville Postlethwaite）主持的。几乎在任何情况下我们都与各国的教育部联系，让它们安排相关词条的撰写。我们向所有的作者发出一份详细的内容大纲，目的是让对所有国家（地区）的教育体系的全部描述都尽可能地有相同的结构。这要求作者撰写以下内容：其所属国家（地区）的基本背景和社会、政治及经济环境，以及这些因素对本国（地区）教育体系的影响；教育政策与规划；正规教育体系的结构和学生人数，以及对学前教育、特殊教育、职业教育及成人和非正式教育的特别说明；正规教育体系的资金来源；教师的培训和供应；课程开发程序；升学、考试和证书程序；教育评价和研究；20世纪80～90年代的主要教育改革；该教育体系到2000年以前将面临的主要挑战。 有少数国家的教育部没有给出回答。这些国家有的正发生内战、政治动荡或者干旱。某些国家的教育部确实推荐了作者，但是相关作者除了与我们写过少数几封信之外，就再也没有什么音讯了。尽管遇到了这样一些问题，全书中还是包含了142个国家（地区）的教育体系的词条。
