本文提出《全面工程教育》的理念，从经济、政治和社会文化的角度聚焦中国的工程教育。全面工程教育包括整个工程教育和专业培养体系，包括从小学、中学、大学本科到研究生教育的整个教育体系。实施全面工程教育，是提升国家未来竞争力的重要途径，它所涉及的关键性问题包括：对不同层次和专业的学生进行的通识性工程教育，与产业界的合作教育，为适应技术前沿发展与全球化要求的课程改革，创新教育，教师队伍建设等。
