这套教材的适就对象，是大学英语“四级”水平以上的大专院校学生、英语专业二年级学生、以及具有同等英语水平的其他人员。以此为起点，教材编委会确定了统一的编写原则、范围和要求。这套教材的总体构想是，学生在接受240学时（以每周15学时、共十六周计）系统培训并通过市统一考试之后，应能从事生活翻译、陪同翻译以及外事接待、外贸业务洽谈等业务。
